Full Membership

Full membership is the complete form of participation in the Denebolian Accord Alliance. Full members are Member Nations of the Accord and form the political, legal, security and economic core of the alliance. Under the Preamble, the Accord establishes a confederal alliance framework that preserves the sovereignty of member states except where the Accord expressly provides otherwise.

Full members are bound by the main obligations of the Accord, including mutual defense and assistance under Article I, trade and knowledge exchange under Article III, human-rights commitments under Article IV, citizenship recognition under Article VII, interplanetary transport cooperation under Article VIII, scientific and technological collaboration under Article X, environmental protection under Article XI, humanitarian assistance under Article XII, and education and cultural exchange under Article XIII.

Full members also participate in the institutional structure of the alliance. Under Articles XIX and XX, the Accord establishes the Accord HQ, the Accord Secretariat and Accord Commissions, with each member state appointing one Commissioner to each Commission. Full members also participate in decision-making under Article XXVIII, including the adoption of Accord Regulations and amendments requiring unanimous approval. The current Member Nations are listed in Article XXX as the Denebolian Republic, the Kingdom of Arnor and Amaurëa.

Associate Membership

Partial membership is defined in the Accord as Associate Membership under Article XXVI. It provides a limited form of affiliation for non-signatory states that cooperate with the Denebolian Accord Alliance without becoming full Member Nations. The Accord also recognizes Partners / Observers, who may receive limited institutional access, liaison rights, attendance or project participation, but do not automatically receive corridor privileges.

Associate Members and Partners are expressly not equivalent to Member Nations under Clause 132. They do not obtain the full rights or obligations of membership. Admission to Associate Membership requires unanimous approval by the Member Nations under Clause 133, together with recognition of Accord principles, corridor compliance where applicable, security and technology-handling declarations, and designation of a competent authority point of contact.

Under Clause 134, Associate Members may receive selected rights, including access to Accord Trade Access Corridors, participation in selected Accord Commissions or initiatives as non-voting delegates, access to mediation mechanisms, and limited embassy or liaison protections. However, they have no vote on Accord amendments, disciplinary actions against Member Nations, sector designation, Accord law expansion or alliance-wide war posture decisions. Under Clause 135, the mandatory collective defense duty of Member Nations does not automatically apply to Associate Members, although they are expected to provide non-military support when reasonably able.

Citizenship & Immigration

Citizenship within the Denebolian Accord remains a national matter. Under Article VII, each Member Nation grants citizenship according to its own procedures. The Accord therefore does not create one shared alliance citizenship, nor does it create automatic citizenship conversion or automatic naturalization between Member Nations.

At the same time, Member Nations must recognize and respect the citizenship rights and obligations of citizens of other Member Nations while they are present within their jurisdiction. These rights are protected in connection with Article IV, including basic freedoms and human-rights guarantees, but they remain subject to the local law of the host Member Nation.

Immigration and long-term stay are regulated separately under Article XVI. Citizens of Member Nations may travel within the Accord in accordance with the Accord and the local laws of the Member Nation where they are present. Member Nations must also allow citizens of other Member Nations to apply for residency and lawful long-term stay under national procedures, including reasonable pathways for work, study and family residence. 

Asylum

Asylum and protected status are regulated under Article XXV. Any individual may request asylum from an Accord Member State. A request may be made in Member State territory, in Accord-controlled or international areas, on board a Member State spaceship, station module or official transport, or through lawful contact with Member State authorities in non-member territories.

The host Member State remains the competent authority to grant or deny asylum, and the procedure is conducted under the law of that host state. The Accord defines the host state according to territorial jurisdiction, responsibility for an Accord-controlled area, command or registry of a vessel, or the strongest operational connection where more than one rule may apply.

A host Member State may grant asylum where the applicant faces a credible risk of persecution, torture, inhuman treatment, unlawful detention, targeted violence, or other serious threats to life and liberty consistent with Article IV. In Accord-controlled or international areas, CIPS receives requests, ensures immediate safety, documents the claim and notifies the competent host authority. Pending determination, applicants may receive temporary protected accommodation.

The Accord also establishes a minimum non-refoulement rule. A person who has requested asylum may not be forcibly returned to a jurisdiction where they face a credible risk of serious harm, unless removal is to a demonstrably safe jurisdiction and is consistent with host-state law and Accord safety requirements. Security screening remains possible, but it cannot permit torture, disappearance or unlawful detention.
