These past months have weighed on us. The abduction of the Arnorian High King shook the whole Accord, and here in Denebol we have watched the aftermath with a worry that feels less like diplomacy and more like concern for a close friend in trouble. We do not pretend to know how the crisis in Arnor will resolve, and it is that uncertainty — so much now resting on choices made in Annuminas rather than at home — that unsettles us most.

We will be honest, as friends should be. Not everyone in our government leaves those choices unquestioned. The acting head of state, the High Canoness, has made decisions that several of our ministers frankly dislike — chief among them the amnesty extended to individuals many of us still regard as terrorists. It has sparked hard debate in our halls, and there are voices, not quiet ones, calling for the matter to be looked into. We say this not to lecture a sovereign ally, but because pretending otherwise would be the greater insult.

And yet, where it counts, our peoples have rarely stood closer. Denebolian and Arnorian forces now fight side by side against the Ingerdimnär, and that trust, forged in shared danger, is something no summit could manufacture — with every joint operation our friendship grows a little deeper. We are likewise in active talks to formalize Arnorian enchantment services for Denebolian use: the recently discovered Pheronite has shown remarkable promise once touched by Arnorian spellcraft, promise that could prove vital to a great many of our technologies. We hope these negotiations become one more thread binding our nations together, rather than a matter of mere commerce.

For all that troubles us, we remain, at heart, hopeful. Arnor has weathered worse — and it has never weathered it alone.

The Denebolian Republic values its cordial relationship with the Eldar, within the framework of the Denebolian Accord. While our nations share common interests in scientific exploration and energy research, we recognize the need for ongoing dialogue and cooperation to address mutual concerns. Our diplomatic efforts are focused on fostering a collaborative environment despite the challenges posed by Eldar's priorities in settlement development. The Denebolian government remains committed to promoting goodwill and cooperation with the Eldar, while ensuring the prudent protection of our planetary resources. We continue to engage in constructive discussions aimed at enhancing mutual understanding and friendship between our peoples.

The Denebolian Republic regrets the escalation of hostilities with the Ingerdimnär following their unprovoked attack on our agents and military installations. Despite our efforts to establish peaceful relations, the Ingerdimnär's pursuit of lost technology has resulted in a state of cold war. The Denebolian government remains committed to safeguarding our sovereignty and ensuring the security of our citizens. While diplomatic channels remain open, our primary concern is the protection of our homeworld, Denebol-4, from any potential threats posed by the Ingerdimnär. We urge for restraint and diplomacy in resolving this conflict, with the hope of achieving a peaceful resolution in the interests of both our peoples.

Denebolian republic and it's allies recently achieved a set of agreements, known as the Orbithia Agreements, with the Orbitum Accord. Denebolian people really enjoy interacting with Bitherig people as their approach to life is somewhat less serious. Bitherigs actively visit Panthal and other denebolian worlds, sometimes they even choose to stay and settle down, altough that is mostly the case with other worlds than Panthal, as living on Panthal is for them considered too expensive and naturalization process is considered lengthy with too strong security measures.

Bitherig people are most welcome in denebolian territory, planets and installations. Since the inclusion within denebolian controlled space, the government is actively trying to negotiate access to Bitherig Data Archive for several reasons from historical and cultural research to military intelligence gathering.

We have always had a soft spot for the Gori — though we would never hand one our coin purse without counting it twice afterward. Ask a Denebolian on the street and they will grin and call the Gori sharp traders and charmers, and, more often with a wink than real malice, thieves and con artists to a one. It is an affection with its eyes open: we like them a great deal, we do not quite trust them, and somehow both feel exactly right at once.

For most of our citizens the fleet is simply where you go for the things you cannot find at home. A trip out to the Gori markets — those drifting decks of exotic wares moored at the XA5-066 pulsar — has become something of a rite for the curious and the well-heeled alike. Beyond that trade, our two peoples rarely cross paths. The Gori come to deal, we come to buy, and neither seems to want much more of the other than a good bargain honestly haggled.

Of every people we have met, the Eskana are the ones who keep us up at night. They are the only world we deal with that has not yet reached the stars on its own, and that single fact turns every choice into a hard one. We are, plainly, the stronger party here — and we are painfully aware that a wrong word or a wrong policy could shape the future of an entire civilization. So we tread carefully, perhaps too carefully. The situation is, to put it gently, unpleasant, and while our diplomats draft and redraft, the ordinary citizen of Denebol has had no contact with them at all. That will not change until we are sure of what we are doing.

First contact came not from the Eskana as a whole but from a single nation among them — the Tarnic Union, or Tarnis — and of all the powers on their world, they may have been the least likely for us to ever call friends. Tarnis reached out hoping we would put our weight behind them and help them master their neighbors. We would not. We insisted, as we always must, on speaking to their world as a world — to all its nations, and not to one alone. That insistence cost them: it forced Tarnis to reveal the Stargate to rivals they would sooner have kept it from, and it has not been forgiven. Their planet is now split down the middle — one side reaching toward us, the other turning away with Tarnis at its head — and while we did not intend to light that fire, we cannot honestly claim to be surprised by it.

We are working now to cool tempers and pull both sides back from open conflict, but the Accord's own directives on how we may deal with a pre-interstellar world tie our hands more than we would like. We cannot simply do what expedience suggests — and most days that is exactly as it should be, even when it is maddening.

For all the trouble, we have not given up hope. We want the Eskana as a long friend, a partner to trade and share knowledge with. And we will be honest about the harder arithmetic too: a world of some five billion, industrious and heavily built up, sits at a crossing of the galaxy we cannot afford to lose. To let such a people drift toward our enemies — worst of all toward the Ingerdimnär, whose alliance with them would let hostile fleets turn the flank of the Accord's very heartland — would be a catastrophe we have no intention of authoring through carelessness. We would rather earn them slowly than lose them fast.
