GUARD is a neutral supranational authority operating under the Denebolian Accord Alliance. It exists to prevent mass harm, stabilize severe crises, contain prohibited technologies and protect Accord-controlled infrastructure when ordinary national or institutional procedures are not sufficient.

GUARD is not a national army, police force or intelligence agency. It does not belong to any single Member Nation, ministry or military branch. Under the Accord, no Member Nation, national ministry, national military branch or allied agency may direct GUARD in an individual case. GUARD remains operationally independent, but bound by the Accord, applicable Accord Regulations and its own reporting and review obligations.

GUARD operates between military, emergency, intelligence and stabilization structures. It may use designated STARS assets, technologies, vehicles, facilities and personnel support when necessary, but this does not transfer command of STARS as an institution to GUARD except for the specific authorized operation.

Main Goals and Premises of the Organization

Neutral Crisis Intervention

GUARD intervenes only in situations that create severe alliance-wide risk. These may include mass harm, inter-member escalation, collapse of civil order, terrorism, piracy, smuggling, uncontrolled technology or threats to Accord-controlled infrastructure.

Its purpose is not to replace national forces, but to act when ordinary national or institutional procedures cannot prevent escalation or major harm.

Protection of Accord Stability

GUARD protects the stability of the Denebolian Accord Alliance without serving the political, territorial, ideological or economic interests of any Member Nation. The Accord requires GUARD action to remain necessary, proportionate and limited to what is needed to remove, stabilize, contain or reduce the triggering threat.

Containment of Prohibited Technologies

GUARD may intervene where prohibited technologies, hazardous systems or uncontrolled strategic threats create serious risk. This makes GUARD especially important in cases involving sensitive technology, subdimension systems, Amaurëan technology, weapons of mass destruction or other high-impact assets.

Emergency Coordination Across Jurisdictions

GUARD may operate in Member Nation territory, Accord-controlled or international areas, designated corridor jurisdictions and relevant space or planetary domains where action falls within its Accord mandate. This jurisdiction is functional and must not displace national sovereignty beyond what is necessary for the authorized action.

Oversight and Accountability

GUARD is not free from review. Major interventions must be reported to the Accord Council and the Accord Secretariat without undue delay. Emergency intervention taken before Council authorization remains subject to formal review as soon as practicable. GUARD must also issue a Public Summary Report and a Classified Annex for each major intervention.

GUARD was created to answer a structural weakness inside the old alliance framework: some crises were too large for ordinary police, too political for a single national military, too urgent for slow diplomacy and too sensitive for public administration.

Before GUARD received a clear Accord-level mandate, Denebolian security architecture already relied on several powerful organizations. SHIELD handled interstellar security, law enforcement, diplomacy, counterintelligence and technological development. STARS provided interstellar security, logistics, emergency response, exploration and humanitarian support. ARCANE was created for supernatural, anomalous, necromantic and extra-dimensional threats.

The Fourth Update of the Denebolian Accord gives GUARD a more precise constitutional role. It recognizes GUARD as a neutral supranational authority with operational independence, defines its jurisdiction, allows it to use designated STARS support and limits its intervention to strict emergency triggers.

GUARD therefore became the Alliance's highest stabilization instrument. It is not designed for ordinary patrols, routine military missions or normal law enforcement. It exists for rare situations where failure to act could cause mass harm, inter-member conflict, collapse of order or serious damage to Accord infrastructure.

Public Reports

For every major intervention, GUARD must issue two levels of reporting.

The Public Summary Report explains the basic nature of the incident, the legal basis for intervention, the general actions taken and the status of emergency measures.

The Classified Annex records sensitive operational details, protected sources, classified technologies, active security methods and information that cannot be safely released.

GUARD may withhold or redact information only where disclosure would increase instability, expose protected sources or methods, compromise ongoing protective action or enable replication or misuse of prohibited technology.

GUARD Legal Status

GUARD operates under Article V of the Denebolian Accord. It is recognized as a neutral supranational authority with operational independence.

This means that GUARD is not subordinate to the Denebolian Republic, the Kingdom of Arnor, Amaurëa or any national military command. No Member Nation, national ministry, national military branch or allied agency may direct GUARD in an individual case.

At the same time, GUARD is not above the Accord. It remains bound by the Accord, applicable Accord Regulations and its own reporting and review duties. Its independence exists to protect neutrality, not to create unlimited authority.

GUARD Jurisdiction

GUARD jurisdiction is functional. It applies where a situation falls within GUARD's Accord mandate, not simply because GUARD chooses to act.

GUARD may operate in:

• Member Nation territory;
• Accord-controlled or international areas;
• designated corridor jurisdictions;
• relevant space and planetary domains;
• strategic infrastructure areas;
• Accord-controlled galactic sectors.

However, GUARD jurisdiction must not displace national sovereignty beyond what is necessary to carry out authorized action under the Accord.

This creates a balance between emergency authority and sovereignty. GUARD can act across borders when a crisis requires it, but its action must remain limited, temporary and tied to the triggering threat.

Relationship to STARS, SHIELD, ARCANE & CIPS

GUARD and SHIELD

SHIELD remains a Denebolian organization focused on interstellar enforcement, logistics, defense, intelligence, diplomacy, counterintelligence and technological development. SHIELD also controls Denebolian homeland and foreign security and leads important areas of Denebolian scientific research.

GUARD may cooperate with SHIELD, but SHIELD does not command GUARD. Their relationship is based on operational cooperation, intelligence support and technical expertise, not institutional subordination.

GUARD and STARS

STARS provides interstellar security, logistics, emergency response, exploration, humanitarian assistance and scientific research. It also operates specialized chapter commands focused on security and defense, logistics and support, research and development, naval operations, and exploration and colonization.

GUARD may use designated STARS assets, technologies, vehicles, facilities, personnel attachments and operational support where necessary. This use is limited to the specific GUARD operation and does not transfer command of STARS as an institution to GUARD.

GUARD and ARCANE

ARCANE handles supernatural threat containment, anomalous research, mystical entities, interdimensional defense and regulation of magical or paranormal practices. It works with STARS and SHIELD where threats exceed ordinary military or scientific categories.

GUARD may require ARCANE support when a crisis involves anomalous materials, extra-dimensional threats, Terrigen-related incidents, magical systems, necromantic hazards or other phenomena outside normal military response.

GUARD and CIPS

CIPS is the Accord's civil protection and public safety service for Accord-controlled and international areas. CIPS handles public order, emergency medical response, firefighting, rescue operations and incident stabilization.

GUARD is different. It intervenes only in higher-level crisis situations where mass harm, strategic escalation, prohibited technology or Accord stability is at stake. In practice, CIPS may stabilize the scene, while GUARD may assume a higher emergency mandate if the incident reaches Accord-level severity.

Intervention Triggers

GUARD may intervene, halt, redirect, isolate or temporarily assume operational control of a military or non-military incident only when one or more Accord triggers apply.

These include:

• immediate prevention of mass harm;
• prevention of inter-member war or severe escalation between Member Nations;
• containment of prohibited technology, hazardous systems or uncontrolled strategic threats;
• grave and immediate rights breaches under Article IV;
• collapse of civil order or state destabilization creating major risk;
• transnational piracy, smuggling or terrorism causing alliance-wide threat;
• threats to Accord-controlled areas, corridors, transport nodes or strategic alliance infrastructure;
• obstruction of oversight or emergency response that materially increases harm or escalation.

GUARD action must remain temporary. Emergency control measures must be lifted once the triggering threat is sufficiently contained, unless extended or modified under Accord procedure.

GUARD Divisions & Operational Branches

GUARD is organized into specialized divisions that reflect its role as a neutral crisis and stabilization authority. Its structure is not designed as a conventional military hierarchy, but as a flexible operational system capable of responding to different types of Accord-level emergencies.

Each branch focuses on a specific field of intervention: crisis stabilization, prohibited technology containment, infrastructure protection, legal oversight and rapid field deployment. These divisions allow GUARD to act across military, civilian, technological and diplomatic environments without becoming a permanent occupation force or replacing national authorities.

The operational branches may work independently or as a combined task force, depending on the nature of the incident. A corridor attack, technological breach or collapse of civil order may require several branches to act together under one GUARD mandate.

GUARD divisions are therefore built around one principle: limited but decisive intervention. Their purpose is to stabilize, contain, protect and withdraw once the triggering threat has been reduced or transferred back to the competent national or Accord authority.
