About Denebolian Directives
Directives are the standing legal instruments through which the Denebolian Republic regulates conduct in matters of trade, security, diplomacy, and development. Issued primarily by the Ministries and by SHIELD, they carry the force of law within Denebolian territory and bind Denebolian citizens, companies, and institutions.
A directive is not a treaty. It is a unilateral instrument of the Republic. Whether it reaches beyond Denebolian borders depends entirely on its standing under the Denebolian Accord.
How Directives Function
Within the Republic, every directive listed here applies in full and compliance is mandatory. Beyond the Republic, the position is governed by Article XXVIII of the Denebolian Accord.
Only three Denebolian directives are mandatory across the entire Accord by default — the Prime Directive, the Influence Directive, and the Security Directive. Every other Denebolian or SHIELD directive is national in scope and carries no automatic obligation for other member states. Such a directive becomes binding on a fellow member only if that member adopts it voluntarily under its own national law, or if the Accord Council formally elevates it to an Accord Regulation.
The Accord Secretariat maintains the public register recording which directives are core-mandatory, which have been adopted as Accord Regulations, and which remain voluntary. Enforcement follows the same divide: within Denebolian territory the Republic's own ministries enforce its directives, while within Accord trade corridors and Accord-controlled areas enforcement rests with the relevant Accord authority.
Contact & Diplomatic Directives
These directives govern how the Republic and its partners engage with other civilizations across the stars, with particular care toward worlds that have not yet reached comparable technological development. Both are mandatory across the Denebolian Accord and reflect the Republic's commitment to responsible, non-interfering interstellar conduct.
Directive DHS-0110/10 - Prime Directive
Status: Mandatory across the Accord

Applies to: members of the Denebolian Accord, their allies, and trade partners engaged in interplanetary travel
Regulates interaction with less technologically developed worlds. Contact with such cultures is prohibited except for first contact conducted under the Influence Directive. The location of inhabited planets may not be shared with any culture, allied or otherwise; communication and location data are routed through the T.R.A.C.E. base. Contacts and relationships with civilizations of equivalent or superior technology are permitted and fall outside the directive's restrictions.

Status: Mandatory across the Accord

Applies to: members of the Denebolian Accord, their allies, and trade partners engaged in interplanetary travel
Limits how quickly an advanced nation may raise the technology level of a less-developed society, with the permitted rate scaled to the influencing nation's own tech level. Nations below 40% may not influence others at all. First contact is barred where the technology gap between the two parties exceeds 20%. Breaches carry diplomatic consequences and sanctions.
Security Directives
These directives safeguard the classified information, operations, and mutual trust on which the alliance depends. Compliance is mandatory across the Accord and is overseen by GUARD.
Directive DHS-0615/20 - Security Directive
Status: Mandatory across the Accord
Adopted: 15.06.2020
Applies to: The Security Directive is issued by SHIELD and is a core mandatory directive of the Accord. As such, it is enforced across the alliance by GUARD; within the Republic, it is enforced by Denebolian institutions.
Protects classified information and ongoing SHIELD operations across the alliance. Sensitive security information may not be disclosed or forced into public release, and only the Director of SHIELD may authorize exceptions. Member states may not attempt to access or declassify protected information without authorization.
Directive DHS-0122/05 - Establishing the P.O.I.N.T. Station [07.2026]

Whereas Paterra [ID: GS1-566] stands as a fortified stronghold at the edge of Accord core territory, and the first point at which traffic from the outer systems enters Accord space;
Whereas faster-than-light corridors to Paterra have been designated, and both military and civilian traffic require a fortified point of observation, inspection, and trade;
It is hereby directed:
- There is established at Paterra the Paterra Observatory and International Trade Station (POINT Station), a fortified corridor hub serving both military and civilian traffic entering Accord space from the outer systems.
- POINT shall observe, inspect, and clear traffic entering Accord space, in coordination with the Accord Trade & Corridors Authority.
- Paterra remains under STARS military administration; the corridor authority operates at the station under the order of precedence proper to Accord corridors.
- Civilian settlement of the world remains withheld on grounds of security.

Trade & Commerce Directives
These directives shape commerce within the Republic — supporting domestic enterprise, encouraging responsible foreign trade, and protecting sensitive technologies. They are national instruments; beyond Denebolian borders they apply only where a fellow member adopts them voluntarily or the Accord Council elevates them to an Accord Regulation.
Directive DHS-0222/21 - Young Trade Directive
Status: National
Adopted: 22.02.2021
Applies to: all domestic companies within the Republic
Denebolian companies support foreign and allied businesses in establishing themselves on the interstellar market, assisting them until they reach self-sustainability, provided Denebolian interests and security are not compromised. Domestic firms may not act to suppress the growth or competitiveness of the partners they assist.
Directive DHS-0622/07 - Trade Expansion Directive
Status: National
Adopted: 07.06.2022
Applies to: all private companies operating within Denebolian territory
Releases underutilized land to private enterprise for trade centers and factories, subject to zoning, environmental, and labor standards. New trade points must remain open to other market enterprises. Government-operated entities and land reserved for essential public infrastructure are excluded.
Directive DHS-0232/21 - Tollan Trade Directive
Status: National
Adopted: 02.02.2021
Applies to: all technology-sharing agreements involving the Republic
Reserves the Republic's right to withhold any technology with military or destructive potential, extending to the equipment, components, and information associated with it. Complements the sensitive-technology protections of the Accord under Article III.
Directive DHS-0524/01 - Green Trade Initiative
Status: National
Adopted: 01.05.2024
Applies to: all companies operating within the Republic
Companies that reduce their environmental impact receive tax relief and grants and may earn Green Certification, a recognized standard that strengthens standing with consumers and trade partners. Non-compliance forfeits these incentives and may carry penalties from the Ministry of Finance & Commerce.
Directive DHS-0524/04 - Foreign Investment Encouragement Act

Applies to: foreign investors establishing businesses or investments within the Republic
Offers foreign investors tax incentives, simplified regulatory procedures, and access to special economic zones with additional benefits, designed to attract foreign capital into the Denebolian economy.
Directive DHS-0623/02 - Establishing the P.O.R.T. 2 [07.2026]

Whereas the discovery of the Eskana people, the Gori Merchant Fleet, and the Draconis Empire has made Echo Site [ID: LV29] an important hub upon the faster-than-light corridors;
Whereas the civilian traffic passing to the neighbouring systems requires regulation and management, and the classified activities of Echo Site must be shielded from that traffic;
It is hereby directed:
- There is established, in the orbit of Echo Site, Primary Orbital Relay Terminal 2 (PORT 2), for the regulation and management of civilian traffic passing through the system.
- PORT 2 shall manage civilian corridor traffic to the neighbouring systems. The world itself remains under shared STARS and SHIELD administration and closed to unauthorised access.
- SHIELD shall maintain the network of disrupting satellites that shields the world's activities from the traffic passing through the system.

Directive DHS-0625/01 - Establishing the P.O.R.T. 1 [07.2026]

Whereas the Stargate cast to the world Portus [ID: D68-D3W] was recovered from beneath the surface and found to be of unexplained antiquity, and corridors to Portus have since been designated;
Whereas Portus opens the Republic's first deep-space corridor gateway toward the Orbithia System, and traffic entering Accord space from the outer systems and sectors requires a point of transit, inspection, and clearance;
It is hereby directed:
- There is established, in the orbit of Portus, Primary Orbital Relay Terminal 1 (PORT 1), the Republic's first deep-space corridor gateway toward the Orbithia System.
- PORT 1 shall route, inspect, and clear the trade and travel passing between the outer systems and Accord space.
- The administration of PORT 1 is vested in the Accord institutions, chiefly the Trade & Corridors Authority. Portus lies within the sovereign territory of the Republic and is governed by the order of precedence of Article 4 of the Constitution.
- Access to the surface of Portus remains closed pending survey; the world's Stargate and its unexplained antiquity remain under study, including the question of its connection to the Eskantan gate.

Directive DHS-0126/03 - Establishing the P.O.R.T. 3 [07.2026]

Whereas the growth of Vestia [ID: NA21] as a world of civilian settlement and a destination for off-world immigrants has increased the traffic upon its corridors beyond the capacity of its existing orbital hub (HUB 1);
Whereas Vestia, as a Chartered Colony under Title IX of the Constitution, is entitled to the provision necessary to its growth;
It is hereby directed:
- The orbital hub HUB 1 of Vestia shall be reconstructed and refitted as Primary Orbital Relay Terminal 3 (PORT 3).
- PORT 3 shall serve the civilian and immigration traffic of Vestia and its corridors.
- PORT 3 shall be administered in coordination with the Vestia colonial administration, the Ministry of Transportation, and the Ministry of Internal Affairs in matters of settlement and naturalisation.

Development Directives
These directives direct investment inward, strengthening the Republic's research base, rural communities, and workforce. They are national in scope and carry no obligation beyond Denebolian territory.
Directive DHS-0524/02 - Innovation & Research Grant Program

Applies to: startups and established companies conducting research and development within the Republic
Provides grants and low-interest loans for research and development, with emphasis on renewable energy, biotechnology, and space exploration, and establishes innovation hubs and technology parks linking academia, industry, and government.
Directive DHS-0524/03 - Rural Development & Support Program
Status: National
Adopted: 01.05.2024
Applies to: initiatives promoting rural development within the Republic
Funds rural infrastructure and public services, subsidizes agricultural innovation and sustainable farming, and establishes rural trade centers connecting rural producers to national and interstellar markets.
Directive DHS-0524/05 - Education & Workforce Development Program
Status: National
Adopted: 01.05.2024
Applies to: educational institutions, industries, and individuals within the Republic
Invests in education and vocational training, encourages apprenticeship and internship partnerships between institutions and industry, and provides financial aid and scholarships for study in high-demand fields.
