Introduction
The Map of Transformations forms the first regulatory layer of the Denebol Prime Metropolitan Plan. It defines the basic spatial framework for future development and identifies areas where transformation is expected, already in progress or not anticipated.
The map should be read together with its legal attachment. The map determines the spatial extent of each transformation area, while the attachment explains its planning meaning, admissible functions and requirements for future urban studies.
This document is intended as a strategic planning instrument. It does not replace detailed district plans, technical infrastructure projects or individual building documentation. It establishes the first level of coordination for future development across Denebol Prime.

Regulatory Description of Transformation Areas
Article I. - Purpose of the Attachment
- This attachment forms the textual and descriptive part of the Map of Transformations.
- The Map of Transformations identifies parts of the city where future development, redevelopment, landscape intervention, infrastructure construction or public-space improvement is expected or already in progress.
- This attachment specifies the basic planning status, expected type of transformation, urban-study requirement and admissible programme for the marked transformation areas.
- Stable areas shown without transformation marking are considered completed or sufficiently defined. They are not further regulated by this attachment, unless directly affected by neighbouring transformation areas
Article II. - Transformation Categories
- The Map of Transformations distinguishes three basic categories of territory:
- Stable areas shown in white, where no major development is expected.
- Minor transformation areas shown in orange, where local development, gradual completion, landscape changes, public-space improvements or already ongoing projects are expected.
- Major transformation areas shown in red, where significant urban, infrastructural, landscape or functional transformation is expected.
- The colour designation shown in the map is decisive for the spatial extent and transformation category of each area.
- This attachment does not replace detailed zoning, building permits or later urban studies. It defines the strategic direction and admissible planning framework for further development.
Article III. - Interpretation of Area Codes
- Each transformation area is identified by an alphanumeric code shown on the Map of Transformations.
- Decimal codes, such as B1.1 or B1.2, identify separate subareas within a broader transformation group.
- The district assignment in this attachment is based on the district names shown in the Map of Transformations.
- Where an area lies on the boundary of two districts, both district names may be stated.
Article IV. - Urban and Landscape Changes
- Urban changes mean changes to the built structure, including new buildings, reconstruction, infill, redevelopment, functional conversion, public facilities or transport-related construction.
- Landscape changes mean changes to open space, parks, public realm, waterfronts, terrain, agricultural land, natural areas or other non-building parts of the city.
- Where urban changes are not expected, the area may still be subject to landscape, infrastructure or public-space transformation.
- Where landscape changes are expected, the final layout shall secure usable public space and logical continuity with the surrounding district.
Article V. - Urban Study Requirement
- Areas marked as requiring an urban study shall not be developed as isolated projects without a prior spatial concept.
- The urban study shall define at least the street network, public spaces, principal building structure, relationship to landscape, transport connections and infrastructure corridors.
- Areas marked as having a presented urban study may proceed according to the already prepared concept, provided that the concept remains consistent with this attachment and the Map of Transformations.
- If a presented study becomes obsolete due to changes in transport, infrastructure or district structure, an updated study may be required.
Article VI. - General Development Principles
- Transformation areas shall be developed in a way that strengthens the legibility, connectivity and long-term structure of the city.
- Public spaces shall form the primary framework for development. Building plots, blocks and infrastructure shall follow this framework.
- Major transformation areas shall be planned as coherent urban units, not as isolated buildings.
- Minor transformation areas may be developed gradually, provided that the development does not block later infrastructure or public-space connections.
- Transport infrastructure, subway infrastructure and maglev infrastructure shall be protected as strategic corridors where identified.
- Waterfronts, parks and open landscape areas shall remain publicly accessible where technically and spatially possible.
- Administrative, retail, residential, civic and other urban functions may be combined where listed as admissible for the relevant transformation area.

Area A1, Flower District

Article VIII. - District Level Interpretation
Western City Districts
Flower District, Meadows and West Town contain a combination of local completion areas, public-space improvements and transport-related transformation areas. Transformation in these districts shall respect the existing neighbourhood structure and strengthen local centres, parks and public-space continuity. Larger interventions shall avoid fragmenting the stable urban fabric of the surrounding completed areas.
Central City Districts
Old Town, New Town, Jungle District and Little Islands form the central urban structure of the city. Transformation areas in these districts shall primarily improve connectivity, public space, civic functions and public transport access. Interventions in or near Old Town shall respect the established central character and shall not weaken the spatial hierarchy of the historic or representative core.
Eastern City Districts
East Port City, Dolphin Islands and Middle Island form a strategic waterfront and port-related transformation zone. Development in these districts shall coordinate residential, commercial, administrative, transport and public-space functions with port, cargo and water-related infrastructure. Waterfront public spaces shall remain continuous where possible and shall connect to surrounding districts.
Borrowland Districts
Borrowland, Northborrow, Westborrow, Eastborrow and Southborrow form a large transformation territory with a significant amount of expected urban and landscape change. Development in these districts shall be guided by urban studies, coherent transport planning and a strong system of public spaces. The planned functions may include residential, administrative, retail, government, international, cargo, military and transport-related uses, according to the area-specific provisions of this attachment.
Northern City District
Bay Horn and Freedom District form a separate eastern transformation territory. Development in these districts shall coordinate urban growth with landscape structure, public spaces and strategic transport infrastructure. Representative, governmental, international, administrative and transport-related functions may be concentrated where supported by the relevant area provisions.
Southern City District
Crystal Port, Old Airport, Walkyrie Islands, Westport Town and Plain Fields form a large southern and south-western transformation structure. Development in these districts shall coordinate port, airport, cargo, military, residential, administrative, agricultural and public-space functions according to the area-specific provisions. Large-scale development shall be phased and shall protect future transport, maglev and subway connections.
Article IX. - Final Provisions
- The Map of Transformations and this attachment shall be read together.
- In case of conflict between the visual extent of a transformation area and this textual description, the map determines the spatial boundary, while this attachment determines the interpretation and programme.
- The listed admissible programmes define the strategic direction of development. They do not require all listed functions to be built in every area.
- Detailed implementation shall be determined by later urban studies, district plans, infrastructure projects or building-level documentation.
- This attachment may be updated if new districts are created, transformation areas are subdivided, or urban studies are approved for areas currently marked as requiring further study.
